The Qing dynasty attempted to legitimize their control by showing how powerful they were by killing a bunch of people in order to prove their power to the empire and its people. In other words, the Manchus raised the Qing dynasty immediately after the Ming dynasty fell apart.
They issued the decree of having all men to shave their heads with only a pigtail at the back of the head because they wanted to show how the rule of the Manchus will be different from the rule of the Ming's, such that something once sacred in the Ming Dynasty is now something one is forced to get rid of .
The Qing Dynasty made a "Sacred Edict" to establish basic rules for life under new rule and to make clear what will be the same and what will change with the exit of the Ming Dynasty and entrance of the Qing.
