1) WOODROW WILSON (USA)

Public opinion:
- Treaty unfair on Germany.
- Felt that B & F were making themselves rich at Germany's expense.
- Felt that USA shouldn't help them do so.
American politics divided:
- WW led Democratic Party.
- Republicans dominated the Congress.
- Used treaty as an opportunity to criticise WW.
- WW didn't consult with Republicans about the Treaty.
- Americans averse to LON → drag USA into international disputes that weren't their concern.
- Jan 1920: TOV had been ratified by all signatory powers except the US.
- Congress rejected TOV and LON
LON:
- Republican congressmen rejected the Shandong settlement w/ Japan.
- Isolationists fear: If USA joined it would have to be committed to defending the independence of nations, even if it meant going to war.
- Proposed Congress to veto US participation in LON.
- Wilson refused, failed to get 2/3 majority twice.

Public opinion: Treaty fair, could've been more severe.

LG returned to UK in 1919, he received a hero's welcome. King came out and met him at the railway station- unheard of in British history.

Orlando desperate to prove to Italian electorate that Italy was not a 'proletarian nation' which could be dictated by great powers.
Wanted to annex Port of Fiume → WW, after compromising over the Saar & Shandong, was determined to make a stand on the 14 points.
