Pre-referral A formal process to identify, develop and implement alternative education strategies for student. This process is conducted by a team consisting of teachers, counselor, nurse and parents.

Disabilities that are obviously could not be facilitated by the school such as wheelchair access, elevators and shuttle vans.

Documentation and anecdotal classroom notes regarding student's needs. Meeting with teacher and parents.
Process of intervention - First level
Careful execution of a cooperative plan of action. Document strategies utilized with the student and progress. Teacher continue to observe and collect student assessment data. Parents should be kept informed of student's progress.
Student's needs are met. Progress have been observed. Problem was declared under control.
Process of intervention - Second level
Process of intervention - Third level
Intervention successful.
Student achieve success without entering special education.
Intervention are practice-based strategies corresponding to individual student needs.
Monitoring students' academic and behavioral results.
Starts at first level and moves to next level when progress have not been successful. After the failure of third level, referral for special education evaluation is the next phase.
Referral for Special Education Evaluation
Evaluation by special education specialists. These can include medical doctors, psychiatrists, educators, therapists and education specialist.
Eligible for special education
Meeting with parents and student for eligible support within the school (Internal support such as IEP and other differentiated instruction)
IEP designed and executed by teachers and the special education team IF it is available at the school.
Re-evaluation and revision per quarter / per semester until student success
Ineligible for special education
Meeting with parents and student for external support (third-party) if decided that student need it essentially
Non-submission of documents from external assessments
External support (third-party) for student need. These could be special education centers, therapy sessions, government-issued professional educator meetings, or even personal tutors for academic coaching and behavioral therapy.
