Step 1: Recognition
If a teacher notices strange behavior, it should be noted at least three times before a meeting is arranged with parents. This is to establish that the behavior is not just a one-off.
The teacher should be trained to recognize symptoms or tells of certain behavioral problems or learning disabilities.

Step 2: Parent Meeting
If problems persist, teacher should arrange to sit down with parents and discuss a special intervention plan for the student.
Intervention plan should include desired outcomes, so that success of plan can be determined after a specific period of time.
This step does not yet require outside intervention from a third party or special education specialist.
The aim of the plan made with parents is to keep students learning in the general class environment, in keeping with a "least restrictive environment" for the student.
