appealed to the ideology of righteous indignation at the unfair treatment of the hutu majority in the past
the elite government used the populations strong sense of solidarity and and identifying a common enemy
governing powers blamed the Tutsi for the societal problems
they capitalized the racist ideologies
Roots in Colonial Past
the combination of extreme poverty and ethnic divisions caused the genocide
