Built up very good education, healthcare and welfare services.
Reduced oil sales to the west for supporting Israel's war against Egypt and Syria.
Greatly increased oil income due to reduced sales.
More infrastructure was people and Iraqi's become better educated, leading to a middle class forming in the nation.
Control
Trade unions, schools and sports clubs came under state control.
Membership of the Ba'ath party led to better government positions.
Promoted Arab unity through education.
Promoted the military through Saddam's statements.
Repression
Saddam extended control over army and secret police.
Officers rotated (so none could get too powerful)
Military members suspected of disloyalty were imprisoned and/or executed.
People held in prisons were tortured and raped.
Put members of his own tribe in the secret police to ensure loyalty.
Forced the president to resign in 1979 and formally became President
