The Five Education Reports
1. Rahman Talib Report 1960
Why? To speed up the process of national integration and unity.
Contents
Malay language as main language in schools
Free secondary school education
Emphasis on moral and religious education
Stresses on 3M
Opportunity to continue education from 9 to 11 years old
2. Education Act 1961
Why? To establish a national system of education that comprise the elements that promotes the cultural, economical and political advancement in Malaysia.
Contents
No fees for lesson in primary school
Schooling until age 15 years old for continuation school
Where there are 15 or more Muslim pupils, religious class will be provided.
Primary school become Sekolah Kebangsaan (SK) and Sekolah Jenis Kebangsaan (SJK)
3. Aminuddin Baki Report 1964
Why? Uniting the students to become citizens of Malaya, which can live in harmony despite different beliefs and races
Contents
Proposed the government to issue that students can only quit school at the age of fifteen.
Lower secondary school after 3 years of primary school is compulsory.
Government has to provide suitable jobs for the students who finished their studies.
Variety of courses to produce students with various abilities.
4. Cabinet Committee Report
Why? To ensure the education system meets the country’s goals of producing a united, disciplined and skilled society
Contents
Focus on three basic skills: reading, writing and arithmetic.
Teaching of English as a second language.
Emphasis on sound spiritual education and other disciplines appropriate
Extension of educational opportunities from 9 to 11 years.
Review of Bahasa Malaysia in-service courses.
5. Education Act 1996
Why? To further consolidate the national education system for the young generation in accordance with the country’s aspirations of making Malaysia a center of excellence for education
Contents
All levels of schooling, from pre-school until tertiary education
All categories of schools, for example, government schools, government-aided schools & private schools
The National Language became the main medium of instruction under the national education system
The National Language being a compulsory subject for all schools & educational institutions.
