Rahman Talib Report 1960
The report proposed:
-Malay language as main language in schools.
-Free secondary school education.
-Automatic promotion until form 3.
-Emphasis on religious and moral education.
-Stress on 3M basic education - Membaca, Menulis, dan Mengira (reading, writing and arithmetic).
-Teaching of Islamic Education (require at least 15 pupils).
-Emphasis on teacher training program.
-Monitoring of primary schools by School Inspectorate to ensure teaching quality.
-Introduction of Standard Five assessment examination.
-Enhancement of vocational and technical education
History:
-Headed by Abdul Rahman Talib, Minister of Education and Federation in Malaya in June 1960.
-Was made to speed up the process of national integration and unity.
-Supports Razak Report
-Became a basis to establish the Education Act 1961
Education Act 1961
-The Education Act (EA) 1961 was enactedto the Rahman Talib’s Report of 1960
Content:
Level of education include
1.Primary school education
-Compulsory for all children of school going age.
-Free for all.
-Offered in national schools and national-type
schools.
Lower and upper
secondary school education
Types of schools:
-Normal lower secondary.
-Normal upper secondary.
-Trade
-Technical
-Vocational
-Secondary (approval from MOE)
Islamic Education
-Only offered if more than 15 Muslim pupils.
-Taught by trained Agama teachers.
-Two periods a week during school hours.
Aminuddin Baki Report 1964
-Created by Aminuddin Baki when he was appointed as the Malaysia Education Chief Advisor
Contents:
-Lower secondary school after 3 years of primary schools is compulsory.
-Government have to provide suitable jobs for the students who finished their studies.
-Variety of courses to produce students with various of abilities.
Education Act 1996
Purpose:
-to enable the Malaysian society to have a command of knowledge, skills and values necessary in a world that is highly competitive and globalized, arising from the impact of rapid development in science, technology and information.
Contents:
-Based on National Education System
-Establishment of special education.
-Malay as the main medium of instruction.
-Islamic education.
-Allow the teaching of religions other than Islam.
Preschool: 4-6 years
Primary school: 5-7 years
Secondary school
Higher education level including diploma and degree
Government School: Fully supported by the government
Half Government school (Sekolah bantuan kerajaan): Received financial supports from the government and other NGO.
Private schools: fully supported by the founder.
-Islamic education is compulsory when there are 5 or more Muslim students.
-Other religion subjects can be taught.
Cabinet Committee Report 1979
-Chaired by Dr Mahathir Mohamed, the Deputy Prime Minister.
-Proposed to focus on skilled human resources for the country
progress and development
-To promote
national unity.
-Focus on establishment of a moral and disciplined Malaysia
society
Contents:
-focus on three basic skills: reading, writing and arithmetic.
-teaching of English as second language.
-emphasis on sound spiritual education and other disciplines appropriate.
-secondary education divided into two streams: academic and vocational.
-extension of educational opportunities from 9 to 11 years.
-emphasis on curriculum ala Malaysia.
-review of Bahasa Malaysia in-service courses.
