Car V Bike: Other Evidence to collect for Further Lines of Enquiry.
Cyclist
Does the shoe fit? After viewing the dashcam footage it is apparent that the cyclist is wearing what appears to be different shoes than the one under the passenger side wheel that is claimed to be the cyclists.

Can the aggrieved explain why the shoe under the wheel differs in appearance to the one he is seen wearing in the video? Was he possibly wearing 2 different shoes?
The Driver
Medical assessment
Was the driver having a diabetic episode at the time of the accident. This can significantly impair the drivers ability to drive safely.
The drivers eye sight will need to be tested. Diabetes and certain medications can impair the vision.
I would recommend the driver be drug screened,. Some erratic laughter was exhibited, coming from the driver in the audio of the dash cam footage immediately after the collision with the cyclist. it may be the drivers natural way of dealing with stressful situations or it may mean the driver could be under the influence of drugs, a syringe in the car bolsters this possibility.

The Car
The car may need to be assessed by a qualified mechanic to determine the condition of the breaking system. If the vehicle logbook services where up to date, this wouldn't need to be a consideration.
An analysis of the cars computer system may yield some more information. The cars speed at the time of impact for example. How long was the car in operation for before impact and do any of these factors match the narrative.
The scene
The black bag found at the scene wasn't worn by the cyclist in the dash cam footage. Further investigation is required to determine if the bag is owned by ether people involved in the incident. and if so, further information as to why it was there will need to be gathered.
The syringe should be collected as potential evidence, diabetic syringes are used for other drugs as well.
Is there any other potential CCTV footage as was stated by the security guard. This could help to determine what the bag was doing on the ground and perhaps offer more clarity on the incident.
(Anomaly) The drivers license in the car has the same name on it as the cyclist. This was also the same name on the drivers license in the wallet at the front of the car on the road. Somehow it appears to be in 2 places at once. has the evidence been corrupted somehow? Further investigation is warranted.
(Anomaly) The Automatic gear shifter was in the 'D' (drive) position in the investigators photograph: DSC_0354. It is noted that in photograph: DSC_0337, that the shifter is positioned in 'P' (park) and in photograph: DSC_0357, the dash display shows the vehicle is in 'P' (park) also. This may be an indication of evidence corruption.
