The East State for example, has a population with high values of inequality, since it is the most underdeveloped area in the country. This is not the case with the South Area, where most people live well off tourism income
Therefore, the government is working to decrease inequality in the East while taxing the South Area around 10% - 20% more than others.

10 main rules
Citizens shall always protect Cotrea Lapu's flora and fauna and denounce the ones who do the opposite.

The right to marry a consenting person regardless of gender, race, disability, etc is given to all citizens.
All citizens have the right to partial freedom of speech, meaning freedom as long is does not infringe the existence of another citizen.
All citizens have the prime duty to pay federal taxes in order for the country to strive as a whole.
All citizens have the right to vote for all representatives of government from their respective state.
An official shall not stay in their office more than 8 years (in the case of the Presidential Office) or 10 years (in the case of the Congress).

If necessary, these rules may be amended as government officials and citizens believe is ideal.
