- resolves disputes and problems - if a complaint between a customer, travel agent and tour operator cannot be resolved then ABTA act like a law court
- financially protects customers on package holidays in the event that the company fails
- act as a voice for presenting govt. with collective concerns
- offer advice on planning and booking a holiday, staying safe on holiday

- Local experts - they have specific knowledge of a destination and can therefore help with events, activities, tours and logistics
- They partner up with (inbound) mass market/ specialist tour operators and conference planners to give them local expertise

If TUI came to Cayman they would probably use Red Sail for transfers and excursions/tours. Why ship over your own coaches and create your own trips when you van use a local expert?Example:

- regulate airlines and airports to ensure they meet the highest safety standards
- ensure the aviation industry manages security risks
- run ATOL protection (covers package holidays that include flights) - If an ATOL protected company fails and you can't go on holiday you'll get reimbursed or they'll pay hotel costs and flights home if your abroad
- they work so that the environmental impact of aviation on local communities is managed + CO2 emissions reduced
- ensure consumers have a choice, value for $, protected + treated fairly when they fly

Mark scheme:
- Promotes tourism as a method for economic growth (1) as it allows countries to see the benefits of using tourism to help their economy e.g. by providing employment which encourages spending (1)
- Encourages implementation of the global code of ethics (1) It can persuade countries and organisations to be environmentally friendly for example (1)
- It works with the private sector, educational institutions and local or regional tourism development organisations (1) and this allows it to ensure that the strategies are both responsible and sustainable (1)
