Chapter XIX
Treaty Administration
This chapter stablishes the functions of the Administrative Commission and the actions it can take. It also includes the how the Administration of Dispute Resolution Procedures will proceed if necessary.
Chapter I
Initial provisions
This chapter talks about the establishment of a Free Trade Zone; The objectives of said treaty; It's relationship with other Treaties; The scope of its application; Its observance and; It's succession.
Chapter X
Public procurement
It applies to any kind of measure of any Party relating to covered procurement.
Chapter VI
Trade Facilitation
It talks about the establishment of a merchandise dispatch where risks can be managed, and where automation, cooperation and confidentiality are ensured.
On the other hand, it also talks about fast delivery shipments, means of challenge and sanctions.

Trade defense
Section B
Global Safeguard Measures
Each Party retains its rights and responsabilities by the Article XIX of GATT 1994 and the Agreement on Safeguards.
Section C
Antidumping and countervailing measures
Each Party retains its rights and obligations under Articles VI and XVI of GATT 1994, the Anti-Dumping Agreement and the Agreement on Subsidies and Countervailing Measures
Section A
Bilateral safeguard measures
A party may apply a safeguard measure only during the transition period when importing or exporting a product that feels that the rules of origin are not being respected
Section D
Cooperation between parties
Each party agrees with the other to establish a mechanism for cooperation between the competent investigating authorities where confidential information from trade defence investigations of cases with third parties and technical assistance may be included
Chapter III
National Treatment and Access of Goods to the Market
It offers the definitions on the trade of merchandise between the States, its scope of application, what will be the national treatment, the non-tariff treatment and the import and export restrictions. In addition, It talks about the issues in the Customs of the States.
Chapter IV
Rules of Origin
It is about how merchandise originating in each country will be treated, such as: accessories, spare parts, tools, packaging materials and automotive industry merchandise. It also talks about operations that do not confer origin.
Chapter XI
Investment
Covers investments existing at the date of entry into force of this Agreement and also investments made or acquired subsequently
Chapter V
Customs
Procedures related to
the Origin of Goods
It talks about the declaration or certification of origin, the obligations in imports and exports, some exceptions, criteria, confidentiality, accounting records and invoices made by a third country.
It also talks about the establishment of a committee of origin that can fulfill these powers as well as to standardize regulations.

General Definitions
It talks about definitions of general application.
Chapter XII
Cross-border trade in services
Applies to measures taken or maintained by either party on cross-border trade in services by service providers of one of the parties
Chapter XIII
Telecommunications
This Chapter establishes the regulatory principles applicable to telecommunications services available to the public. Stablishes reliability, transparency and in case of any dispute a solution.
Chapter IX
Technicals barriers to trade
Increase and facilitate trade in products by removing unnecessary barriers to trade between the parties
Chapter VIII
Sanitary and Phytosanitary measures
It applies to all sanitary and phytosanitary measures that may directly or indirectly affect trade in goods between the Parties.
Chapter XX
Exceptions
This chapter includes the general exceptions according to each chapter of the FTA and also regarding the topics of Balance of Payments, Taxation, Information Divulgation and National Security.
Chapter XXI
Final Provisions
This chapter includes the last details of the FTA such as the Entry into Force and how the treaty will work, the Interpretative Declarations and Reservations, Amendments, Termination of the FTA and more dispositions that end up giving shape to the treaty.
Chapter XIV
Temporary entry of people into business
This agreement facilitates the temporary entry of business persons in accordance with its national laws, regulations and provisions. It helps to guarantee the security of the borders, to protect the work of its nationals and permanent employment in each territory.
Chapter XV
Electronic Commerce
Countries know that electronic commerce generates growth in the economy and the importance of avoiding obstacles to its use and development. This agreement prevents internal taxes from being imposed, directly or indirectly, on digital products.
Chapter XVI
Intelectual Property
Each country will grant in its territory to the nationals of the other countries involved, adequate and effective protection and measures for intellectual property rights without obstacles.
Chapter XVII
Dispute Resolution
Agreement will be reached on the interpretation and application of this Treaty through cooperation and consultation, and they will do its best to reach a solution on which everyone agrees
Chapter XVIII
Transparency
This chapter agrees each party will make sure to publish everything that intervenes with the treaty as quickly as possible,and to be transparent with any admnistration proccess.
