Constitutional Power
National Government
Can choose to create a regional government to carry out policies
Has total authority over the nations within the country
Can appoint officials who run the regional government
Central Government
Has authority over subnational places
Creates policies for the subnational places
Subnational nations can't act on their own without the central government's approval
"Reserves supreme power" and could ask for power from local governments
Regional Government
Only can exercise power when the national government approves
Carries policies
Pros and cons
Pro: Action can be taken more quickly when an unexpected event arouses
Pro: Not as costly compared to other nations
Pro: Don't need to elect many officials to run the government
Con: can lack buildings needed for government meetings. This can become a problem when natural disasters occur destroying the buildings.
Con: Can ignore needs that are considered to not be a big impact within the nation
Con: They can abuse their power with the amount of authority they have over all the nations

Opposite of a Federation
Federations give some independance to their internal affairs.
Not an Authoritarian state
Authoritarian does not allow freedom of speech, press, or religion.
They don't have multiple levels of government bureaucracy, so it is more cost efficient.
There are not high taxes imposed on citizens.
Lack of physical infrastructure
Can harm citizens if there is a natural disaster
They tend to focus on foreign affairs and ignore the local needs
Slow to develop resources to arising situations
Of all 193 United Nation countries, 165 are unitary states.
Most popular are France and United Kingdom.
In France, the central government has total control over around 1000 political subdivisions.
Countries inside the UK have to listen to the political power in the Parliament.
Nation States
Most have a unitary system
May not be a good idea to practice
Some regions may not work well with the same policies as another region does
Officials in the national field may not know the needs of every part of that nation
Promotes national unity
Makes all parts of the country follow the same laws and policies
Most states eventually allowed regions to have their own power
This was due to the problems caused from keeping all nations follow the same policy
Example: Japan
Central government has power to control 47 regions
Called prefectures
Makes national laws for the regional government
Has a lot of control over local affairs
Makes funds that the prefectures need in order to run
They can encourage abuse of power
A single person or legislative body holds most/all of the governmental power.
