Private service providers
The use of services provided by private service providers has increased. They provide one fifth of all social and health care services.
NGOs and parishes have been involved in social welfare work for a long time. NGOs are mostly funded by public funds and the Slot Machine Association.
Municipalities
Arrange social services and grant social assistance.
Required to provide social welfare services according to the needs of their inhabitants. The extent or content of those services haven't been specified by the law, but there are certain provisions on the obligation to provide services.
Municipalities can provide the services independently or jointly with other municipalities or buy services from another municipality, an NGO (=non-governmental organization) or private service provider.
Emergency social services
Ensure social services being immediately available in urgent situations, e.g. a child left without care, a troubled adolescent, an elderly person with deteriorated health or a substance abuser requiring emergency treatment.
Municipal authorities have agreed on arrangements to secure the immediate availability of social services at all times.
