Overall would benefit the oceans, because recycling would increase. Could hurt the overall economy, because recyclable material is more expensive.
Starting with federal government buildings, start using more sustainable energy sources instead of drilling into the oceans for fossil fuels.
This may cost more at first, but solar energy pays for itself over time. Starting with government buildings will encourage citizens to try it themselves
Impliment limits on things like methane in oil and gas production
Buisnesses dislike this, but it decreases fossil fuel use in the ocean
Have activists host peaceful protests encouraging government to iimpliment policy
Government would feel pressured to change policy to benefit the ocean
