      - "In a small one, the interest of the public is easier perceived, better understood, and more within the reach of every citizen" - It's not possible to act in the best interest of the public if the country is too large in size. Only in a small one, can accommodating to the public interest be actually possible.
    - - If the manners, sentiments and interests of the people are not the same, then then "there will be constant clashing of opinions; and the representatives of one part will be continually striving against those of the other" - this will not be in the interest of the public because clash of interests will prevent states from coming to a conclusion
    - - "the great officers of government would soon become above the control of the people... when they have acquired [power], they will use the power to the purposes of gratifying their own interest and ambition"
