Teacher Classification
D-1: 3rd grade primary school director. Category (8 to 14 teachers), with the title of Teacher of Primary Education

B-1: Grade Teacher in primary school, in General Basic or in Literacy and Adult Education, with the title of Teacher of Primary Education.
D-3: Profesor de Educación Secundaria Vocacional de 3ª. Categoría con título de Educación Media en la especialidad u ocio que va a enseñar.
C-1: Teacher - Director, with a degree under his charge, with the title of Teacher of Primary Education.
D-4: Subdirector de Escuela Primaria de 2ª. O 1ª. Categoría, con título de Maestro de Enseñanza Primaria.
A-1: Teacher of Special Subject in primary school, in General Basic or in Literacy and Adult Education, with a degree in Secondary Education in the specialty.
Wages
The Educator Salary Scale will consist of 22 grades, from
conformity with the studies carried out (titles).
Undergraduate Teachers without Teaching Masters degrees
primary school, will be subject to the following rules: a. They will earn a monthly salary of B /. 190.00.
The monthly remuneration of the educator in active service will be
made up of the base salary of the grade corresponding to the position.
Definition of Educator.
The personnel who teach, or direct, and organize or supervise in official educational institutions under the authority of the Ministry of Education.
Bonuses
The educator who has been satisfactorily evaluated, will be entitled each year, starting with the 1995 school year, to the payment of bonuses corresponding to their degree of seniority.

Freedom of education is guaranteed and the right is recognized
to create private educational centers subject to the Law
Panamanian education is constituted by the barrier of respect, respect for human rights, respect for others, respect for the things of others.
Official Education

The Law will determine the state agency that will prepare and approve the study plans, teaching programs and educational levels.
Labor education is established as a non-modality
regular education system, with basic education programs and special training.
Education rights
Everyone has the right to education and the responsibility to
educate yourself. The State organizes and directs the public service of national education and guarantees parents the right to participate in the educational process of their children.

Only academic and professional degrees issued by the State or authorized by it in accordance with the Law are recognized.
Education will be taught in the official language, but for reasons of public interest, the Law may allow that in some schools it is also taught in a foreign language.

Academic freedom is recognized without other limitations than those established by the University Statute for reasons of public order..
The Catholic religion will be taught in public schools, but its learning and attendance at acts of religious worship will not be compulsory for students when requested by their parents or guardians.

Transfers
In the Education Branch, the following transfers are given due to low enrollment, by mutual consent, by sanction or by regular Transfer.
Exceptionally, transfers of Directors and Deputy Directors of schools and colleges may be made due to low enrollment, mutual consent or sanction.

The Ministry of Education is empowered to send professors, teachers or members of the administrative staff to expand and deepen their knowledge abroad for a period not exceeding two years
The appointments and promotions of the members of the teaching and administrative staff of the education branch will be decreed by the Executive Branch.

Any member of the teaching or administrative staff of the Education branch in service or who aspires to join it, must register with the Ministry of Education.
No member of the teaching or administrative staff of the
Branch of Education may be sanctioned, much less transferred to another place or removed from her post due to her political ideas.
The members of the teaching staff who are separated from the service due to illness, bereavement or other proven urgent cases, will be entitled during the year to leave for up to fifteen (15) days with the right to pay.
Chairs in secondary schools are
awarded on the basis of competence and morality by means of a credential and background contest or an opposition contest.

The Ministry of Education will be in charge of the preparation and editing of school texts, both primary and secondary.

Fundamental Provisions
The Panamanian educational system is composed of two subsystems: the regular and the non-regular, defined in this Law.

Education is a right and duty of the human person, without distinction of age, ethnicity, sex, religion, economic, social position or political ideas.
Education at the service of the human being is based on
civic, ethical, and moral principles.
At the higher level, university education will be governed by laws
specials.
Panamanian education is characterized by its democratic, progressive, participatory and pluralist condition; dynamic and innovative.
The Ministry of Education will establish the basic essentials, will determine the teaching programs, the organization of the first and second levels of the educational system.
