The Constitution
Panama approved its Constitution as an independent State in 1904, after its independence from Colombia (1903)
This Constitution was replaced by that of 1941, which introduced elements of social constitutionalism; Such elements were confirmed by the Constitution of 1946.
After being rendered invalid due to the military coup in 1968, the 1972 Constitution was approved, which was amended in 1978 and, above all, in 1983 (a reform that eliminated the more authoritarian aspects introduced in 1972).
Laws clasification
In accordance with the provisions of the Political Constitution through article 158, the laws issued by the Legislative Assembly are classified in two ways.
Organics
They are those laws whose content is of an administrative nature since they regulate, in general, the activity of the State for the fulfillment of its purposes and the exercise of its functions.
Ordinary
They are the laws that regulate specific cases, such as those of numerals 5, 6 and 17 of the aforementioned article.
Laws
It can be said that the law is the norm that governs our social behavior.
A law is called, in a strict sense, the legal norm by a competent entity of the State in this matter, in accordance with the provisions of the Constitution, that is, the Legislative Organ.
In Panama, all the processes and foundations of the law are found within the current Political Constitution.
Executive Order
refers to an authority on the matter in which it has jurisdiction. It is a type of administrative act issued by the executive and legislative power that, generally, has a regulatory normative content, so its rank is hierarchically lower than the laws.
The Executive Decrees and all the other regulations issued by different authorities the use of their powers within the scope of their work functions.
On the other hand, acts of the Legislative Assembly can be found that lack the material or substantial element of the law, that is, that normative aspect and of forced compliance with the law.
