Ex-Slaves & Voting
Literacy Test: assesses a person's literacy skills: their ability to read and write. These test were intended to disenfranchise racial minorities
Poll tax: Required people to pay a tax to vote, blocked almost all poor whites and ex-slaves from voting
Intimidation was used to keep ex-slaves and those voting Republican, from voting. KKK used violence to prevent ex-slaves from participating.
The Grandfather Clause: A person could only vote if their Grandfather could vote. This limited voting even more.
Plans for Reunification
Wade-Davis Bill: 50% of voting population had to swear allegiance to the Union and the 13th amendment had to be ratified for a state to be readmitted, vetoed by Abraham Lincoln
Johnson's plan for reunification was to allow the South to rejoin with 0% of people pledging allegiance to the Union. He wanted to restore the prewar federal system as quickly as possible without change, except for slavery.
Abraham Lincoln- a southern state can be readmitted into the union once 10% of its voters swore on oath to allegiance to the Union
New Characters
Scalawags: Derogratory term towards Southerners who are cooperating with the North. (Term comes from part of Ireland, home of runty little animals.)
Redeemers: A political coalition in the South following the Democratic Party's attempt to regain political power and enforce white supremacy during Reconstruction.
Carpetbaggers: A derogatory term for Northerners who came to the South in hopes of improving it during Reconstruction
Andrew Johnson
Poor Southerner, originally against Southern elites, played nice with them and promoted their interests after he became president
Impeached for removing a cabinet member without congressional input. However, by one vote, Johnson was not convicted. They stated, "This has never been done before, and I am unsure of the implications that come with removing a president."
Background: He was a Tennessee native. Johnson was illiterate, fairly uneducated, and had a problem with alcohol prior to his marriage to Eliza Johnson. She had political aspirations for him, and helped him to clean up his act. He wasn't qualified to become vice president, but was placed on the ticket to potentially gain favor from the southern states and stop them from leaving the union. It didn't work.
