ARP broadcasts
As a broadcast frame, an ARP request is received and processed by
every device on the local network.
[ARP spoofing ]
ARP spoofing is an attack in which malicious actors send fake ARP (Address Resolution Protocol) messages through a local area network. This causes the attacker's MAC address to link with the IP address of a legitimate computer or server on the network.

ARP requests can flood the local segment if a large number of devices were to be powered up and all start accessing network services at the same time.

Ethernet frame fields
Minimum frame size from MAC address to Frame check sequence is 64 bytes and up to its maximum size 1518 bytes.
Frame less than 64 bytes is called collision fragment or runt frame and are automatically discarded by receiving stations

The receiving device will drop the frames, IF the transmitted frame is less than the minimum, or greater than the maximum.

ARP functions
The functions of the ARP is essentially to translate 32-bit addresses to 48-bit addresses and vice-versa. This is necessary because in IP Version 4 (IPv4), the most common level of Internet Protocol (IP) in use today, an IP address is 32-bits long, but MAC addresses are 48-bits long.
