Don't stop to judge or evaluate these ideas. Just write them down completely until no ideas come to mind any more. Quantity is boss here, not quality

Identifying next actions

If project has many components, ask yourself for each whether you or someone else can do something about it now.
If you find yourself still thinking about these, you're most likely not done with them yet.
'Organize' Phase

If an item is being delegated to someone else for them to do, they should go into a Waiting for ... list

Additionally, instead of having one super long to-do list, it might be more practical to have multiple to-do lists according to the context of the action
If there are items that are non-actionable but you still don't want to forget about, you could create a special do some day list.

'Capture' Phase
Capture all your ideas, tasks, reminders and more in trusted external collection tools.

This might take a while for the first time but the goal is to make your brain trust this system so that it wont distract you when you start working on your tasks.
Instead of daily to-do lists, maintain a calendar and next action lists.
Daily to-do lists tend to be unrealistic planning, time wasted and frustration due to failing to finish each task. Thus they tend to fail.
A better way to deal with this problem is to work with a calendar and one or more next action lists.
Calendar - Serves only one purpose: to keep appointments. And thus it should only contain the following items:

To be able to do this effectively, your system needs to be fully up to date at all times.

'Clarify' phase

Regularly emptying your collection tool in this fashion will assure reliable stress free productivity.
Use a projects list to keep track of all of your projects and always insist on clear next step actions.
Always make sure that there is a clear next step action. These are what make sure that your project is going to be completed.
You can even do this at meetings: Ask what the next step is, who will take it and when.
You may also use this in many other areas of life, not only for personal time management.
