Servilius vs Claudius
when the senate met to discuss civil unrest they did not have a quorum - enough men to formally make a decision
livy describes a debate between the two consuls - Servilius and Claudius. livy wouldn't have had access to this debate

during the debate, they were notified that a Volscan army was attacking Rome's allies
servilius vowed to fight against debt if the plebeians would fight for him. He quickly assembled an army
but appius used his power to wage a war against the debtors, and then placed the men who fought with servilius in chains when they returned

War Veteran
Livy writes that, in 495, a war veteran visited the forum to ask for help
he had been a commander in the army, but war had reduced him to homelessness
he had been demanded to pay a new war tax, and had to borrow money to do so which put him in debt

livy states that his story spread throughout the city and caused outrage, with an angry mob in the forum
because of this, incitement to a rebellion spread

his speech was so powerful that he managed to assemble ten legions to defeat the Sabine, Aequi and Volsci threat
on his return to rome, he asked the senate to consider debt relief but they refused, meaning no progress had been made
