Elections
County level: By end of 1991, half of China's 1 million villages had selected members of local self-governing committees through forms of election.
Party level: competitive elections introduced. E.g.: 1987 Thirteenth Party Congress had more candidates than positions for Central Committee. As a result, several conservatives driven out of office.

Human rights

As a socialist state: China tended to emphasise social and economic rights rather than political and civil rights.

Political purges also less violent in nature. Mao purged Liu Shaoqi and Lin Biao by depriving the former of medical treatment, and covertly arranging the assassination of the latter. By contrast, Hu Yaobang and Zhao Ziyang lost their positions, but neither suffered outright physical persecution.
Administrative reform

Limitations: failed to downsize bureaucracy. Increased from 20 million in 1982, to 29 million by 1988.
