2. Why Resource Planning?
In India, there is enormous diversity in resources
Some regions are rich in certain types of resources and some regions have acute shortage of certain resources
Planning is important for judicious use of resources & sustainable development
Arunachal Pradesh has abundance of water resources but lacks in infrastructural development
Rajasthan is rich in wind and solar energy but lacks water resources
Jharkhand, Chhattisgarh & Madhya Pradesh are rich in minerals & coal deposits
Ladakh is a cold desert rich in cultural heritage but deficient in water, infrastructure and some vital minerals
Hence planning is required in the local, state, regional and national level
3. Resource Planning in India
This involves surveying, mapping, qualitative, quantitative estimation of resources

Making a plan
for resource development with appropriate technology, skill and institutional set up

& taking its inventory in different parts of the country

Matching
resource development plans with overall national development plans
India has tried to achieve the goals of resource planning from the First Five Year Plan introduced after independence
Resources in colonies were the main attraction of the foreign invaders
The technological development in the invading country helped them to exploit resources in the colonies
In India, resource development, depends on the availability of resources, technology to use the resource, quality of human resource and historical experiences of the people
4. Conservation of Resources
Over utilization of resources can lead to socio-economic and environmental problems
Hence conservation of resources is important
Gandhiji said - " There is enough for everybody's need but not for everybody's greed"
He was not for mass production but production by the masses

Depletion of resources
to satisfy the greed of a few individuals
Accumulation of resources in a few people
creating a society that is divided into the rich and the poor

Why Sustainable Development?
