Even when the party is the same as the president, blocks still happen, as Trump found out with his border wall legislation.
Without congress, the president can do nothing.
Proposed legislation, the annual budget can both be blocked by congress. Vetoes can be overridden. Nominations of cabinet and judges need to be confirmed by the Senate. Treaties have to be ratified by the senate. His role as commander-in-chief is restricted as he can't declare war and needs money from congress. He can also be impeached by congress.
