To increase agricultural productivity and reduce rural poverty land reforms had to be carried out like it was done in Japan
But this would not create sufficient employment, so industrialization was essential for creating jobs.
But the French did not follow Bernard's suggestions. They did not industrialise the economy, landlordism spread in rural areas causing a decline in the standard of living.
