Although Newt has to face his fear to help Cecil, he is still determined to help him out.

Newt came over to meet Cecil right after he called. He actually want to ask for a help from Newt to fetch a drum.
Newt saved Reggie Ratner by his friends's help.

JJ helped him out by giving a ride to the water tower while Cecil distracted the police officer from seeing Newt climb the tower.

Because of JJ and Cecil's help, Newt is able to save Reggie Ratner.
