'Soft option'
- RJ may reduce recidivism and is cheaper than running an overcrowded prisons, but it often doesn't receive public support
- regarded as soft, a view echoed by politicians to convince voters they are 'tough on crime'
- so despite their effectiveness, the political will to use RJ is not always there
