Political Influence
when there is a general election, all political parties publish a list of the reforms they'd carry out if they were elected

the party has the whole term in Parliament (5 years) to bring in the reforms they promised in thier manifesto

throughout any session, gov has the major say on what new laws will be put before the HC and HL for debate
at the opening of each session of Parl (once a year), the gov announces its plans for new laws in that session
this is done in the queen's speech which is written by the prime minister and other senior ministers
Advantages
each party has its proposals ready so if elected, know what they wish to do
the fact the gov has a majority in the HC means that virtually every law it proposes will be passed (law making process is efficient)
Disadvantages
if a different party is elected at the next election, they may decide to repeal or alter some of the laws. This is because their policies are different. Changes in the law can be costly and open to criticism.
where the gov has a small majority, it may restrict what laws can get passed in Parl
if there is a coalition gov, they may have to compromise on what policies are followed

where an issue is given a high profile, it also brings it to the attention of other members of the public and may add to the weight of the public opinion
public policy can be criticised and weight can be added to the public opinion by offering free press
e.g. 2009 expenses claims made by MPs published in newspapers, caused rage leading to Parliament reforming whole system
