Pressure Groups
Definitions
Pressure Group: Organised groups of people aiming to influence policies/actions govt. Seek to exert influence on policy decisions. Narrow issue focus. Members united by shared beliefs.
Functions of PG's
Policy Formulation
Not policy makers but can influence and contribute to policy making process. Vital sources of info for the govt and many groups (insiders) are consulted.
BUT only small no. of snider groups. Its argued they shouldn't help policy as not elected/publicly accountable.
Education
Acts as informers about their policy area and govt policy. Devote resources on research, websites, commenting on govt policy, scientists, lobbying and celebrity backing to get views across and cultivate authority.
BUT can be biased like political parties, few checks and constraints.
Political Participation
Allow public to participate in political process 40-50% of UK citizens belong to a pressure group. 20% belong to 2. Outsider groups mobilise members through petitions , marches and demonstrations (Youth appeal).
BUT group membership doesn't always lead to participation. E.g Chequebook groups have large no. of members but small participation. National trust.
Representation
Provide a voice for interests/groups not represented in electoral process/political parties. PG'S have more specific focuses providing functional representation.
BUT have a low level of internal democracy, group leaders own views not members. Influence not proportional to group size.
Policy Implementation
NFU (farming) works with departments minister in Rural affairs implement new policies on farming and animal welfare.
BUT criticised for being too close to govt/not independent.

Sectional

- Exists to advance/protect their own interests.
- Membership is limited to people in a particular career.
- E.G Trade Unions, BMA, NUT
Promotional

- Exists to advance particular values. Based on shared interests.

- E.G charities, Amnesty, RSPB, Green Peace.
Insider

- Enjoy regular privileged access to govt. Insider access allows groups to exert influence directly on policy makers.
Outsider
- No/limited access to policy makers.

- Lack knowledge/skill to become an insider group. Radical aims not compatible with the govt. Use Direct action.
