Issues
Teaching to pass a test = surface learning... teachers have started to teach their students using non-words which isn't beneficial to L&L... Also, are we even really testing the kids? or are we just testing teaching methods?
If teacher assessments are highly correlated then why bother testing? why not just rely on teacher judgements?

Original use of testing = to see if phonics was a viable teaching option. We have found that it is... so for what reason are we still testing?
"Fail" outcome is stigmatising and could be detrimental to the rest of education if phonics is the pure focus

Evidence that good readers don't actually do so well as they use Lexicalism to relate non-words to words already in their vocabulary rather than strictly sticking to phonics rules
"Giving kids the code" - previously good readers were the ones who were able to crack the code on their own
