- - - - Proportional representation: votes went to parties, not individuals; parties gained seats based on votes; too many small parties connecting with no majority resulted in disagreements
      - Coalition governments: parties coming together to form one coalition govt; parties had extreme ideas and did not compromise; difficult to get things done and the coalition govt kept breaking up; unable to get anything done --> become useless in Germans' eyes and lose support
      - Article 48: President can dissolve houses of parliament within 6 moths in emergency --> resulted in frequent changes and instability; as emergency was not defined, Hitler could use this to his adv
      - Weak support: Attempted overthrow by right-wing extremists (Kapp Putsch); difficult for WG to gain support and they struglled to hold onto power
      - Left-wing (made up of communists) and Right-wing (who wanted dictatorship) opposition: staged protests and rebellions (eg. Spartacist Rebellion) creating instability and unrest
