There was a slow emergence of larger, peasant owned farms. However, rate of change was slow, and some conservative peasants did not want to leave the commune, and also some landowners opposed the change. However, 3.5 million did leave the overpopulate zones, and made the government sponsored journey to Siberia, making it a successful producer of dairy. Few peasants had the education, the desire for self improvement, or the planning that the reforms required in order to be successful.
