Tenders - the call for tenders is the invitation and the actual bids are the offers which the party calling for tenders can choose to accept or not

Display of goods for sale - generally held as invitations to treat: bringing the item to the counter constitutes the offer and the seller can decide whether or not to accept the offer.
Established in Fisher v Bell where D was charged with offering to sell an offensive weapon by having it on display in the shop window with a price-tag.
