Establishing the new government
Sept 1949 – First meeting of the CPPCC - Chinese people’s Political Consultative Conference
This was a meeting of 600 delegates.
Mostly communists, but also other minority groups including the China Democratic League.
They met to prepare the new political system to replace the nationalists.
Local government
China was divided up into 6 regions (bureaux). Decisions made at national level could then be imposed throughout the country.
Each region had:
A regional congress – giving the impression that Beijing was listening to them.
The People’s Republic of China was proclaimed on 1st October 1949.
Role of the CCP
The government was dominated at every level by communist party members.
Initially Mao gave the appearance of working with other political groups, until the position of the communists was secure enough to take over.
The Politburo
At the head of the party was the 44 strong Central Committee.
led by the Politburo – a 5 man committee including Mao, Liu Shaoqi, Zhou Enlai, Zhu De and Chen Yun.
The governmental organisation ran alongside the party and was headed by Zhou Enlai as Premier and Prime Minister.
Below him were 24 ministries.

Headed by Zhu De
During the 1950s, the PLA with Soviet help transformed itself from a peasant army into a modern one.
