- - - - In the UK we have:
      - An independent judiciary
        An independent civil service
        Parliament – containing many political parties
        A cabinet
        The electorate (all voters)
- - - - They therefore had to initially pretend that the Congress of Soviets was the main decision making body in Russia.
    - - Slowly they ensured that the Congress of Soviets was dominated by Bolsheviks, by, in elections putting forward the candidates for election (all Bolsheviks).
  - - - The military (Red Army) literally seized control of the economy and other areas of the civil service because they fought with them. Tsarist supporters and supporters of the provisional government gave up.
      - When defeated, the most organised structures that remained where the Soviets (now Bolshevik dominated) and the Bolshevik party. All other political parties and Tsarist supporters had been defeated, fled, shot or put in Gulags.
      - The ‘Centralisation of power’ that took place during the Civil war was achieved largely because they were at war.
