The Legislature

In the House:
Te most important way in which government implements its policy program. If government commands a majority in the House it should be able to guarantee the passage of bills. Party discipline, enforced through the whip system, means that the government will vote as a bloc. Members bills ar much harder to pass.
Introduction:
3 days will pass allowing MPs to study the bill and the A-G and Ministry of justice to prepare a s7 report assessing whether the Bill is compliant with the NZBORA1990
First Reading:
Debate starts. Bill is not read aloud. Bill Sponsor will start a debate. MP's from different parties will speak in 10-minute slots. After the debate, MPs will cast a vote for or against the bill. If a majority vote in favour of the bill, it proceeds to the relevant select committees.
Select Committees:
The information must be analysed, collated and discussed. Then a report is issued. 3 days will pass.

Third Reading:
Summation, 2 hours. formality, most bills will pass.
Royal Assent:
The legislature, including the Hot and Sovereign. The house gives assent by a positive vote in the third reading. The Sovereign gives Royal Assent by signing the bill on the advice of the PM or relevant minister of the Crown.
