atoms contain positive protons and negative electrons, neutral matter is that which contains an even number of electrons and protons, negatively charged materials have an abundance of electrons and positively charged materials a higher number of protons.
when two materials are rubbed together, their negative charges, electrons, can move from one to another, creating a negative/positive charge in the affected materials.
electrically charged objects exert a force on one another,

if the charges are opposites, (postive - negative) then the two charges will attract eachother
if the charges are the same, then the two charges will repel eachother
these charges do not make contact and are known as electrostatic attraction/repulsion. this is a non-contact force
when a material is rubbed by another, the electrons from one material are being transferred to another, which makes one of the objects negatively charged due to this intake of electrons, and since this new charge has nowhere to go, it makes the object in question have a static charge.
