It's reserved for the worst criminals.
Such as the man who sexually assaulted and killed 33 young men, "The killer clown" the infamous John Wayne Gacy Jr. His last words were "Kiss my ass".
Or Ted Bundy who was a serial killer, rapist, necrophile, and kidnapper who killed 30+ victims. He described himself as "the most cold-hearted son of a b*tch you'll ever meet".
Psychopaths that have no concern or regard for any other human life and only indulge in the harm they can do to others.
Psychopaths only 1% of the worlds population of the general population.
Kenneth McDuff who was sentenced to life imprisonment for murder, committed at least five additional murders when paroled.
Last but certainly not least, Jeffery Dahmer aka the Milwaukie cannibal. Who raped, dismembered, and ate his 17 victims. Gross. He, however, was attacked later in prison and died.
The victims family welfare is negatively affected without the death penalty.
The murder of victims could very heavily affect the mental status of the victims family.
Therapy for dealing with a murder of a family member costs a lot of money. The funeral for the victim costs money $7,000-$10,000 usually.
The family will get closer knowing that the person that hurt one of their family members is not able to hurt anyone anymore.
It's justified.

“Whoever sheds the blood of man, by man shall his blood be shed, for God made man in his own image. " Genesis 9:6

Many colonies approved execution as punishment from murder to theft.
