"Article 63
To equal work under identical conditions,
always equal salaryor salary, whatever
the people who do it, without distinction of sex nationality, age, race, social class, political ideas or religion.

on the other hand tells us:
"Seventy-five percent of the members of every union will be from Panamanians. "
