STV significant as can lead to gridlock, causing ineffective govt that cant pass legislation.

Can cause divided govt - In 1996, as result of STV Clinton had to work with a republican congress.
Leads to more checks and balances - after 2010 mid-terms, newly elected GOP Tea Party scrutinised Obama proposals.
