Presumably what we're doing w/ CoNotes will help with innovation, so is somehow a higher-order innovation. Can we be sure of how to assess this?
Here I think we can make the case that asking for money to pay programming staff is similar to building a lab for some other scientific enterprise.
e-infrastructure (e.g. next generation high performance computing) which supports techniques such as modelling and simulation that are as important as physical experimentation, benefiting areas such as aerospace, climate modelling and security
... and that we will help build it, i.e., we're not just asking for handouts.

"including community-generated challenges" - It would be good if we could legitimately make the case that we will tap into ongoing community initiatives.

"improved diversity in the research workforce" - engaging w/ Stakeholders is by definition to do w meaningful involvement of more diverse populations than just academics and professionals.

"as yet unimagined, new industries and services" - Design is presumably relevant to the development of these.
"Data-driven economy" - we make a reasonable case for using AI to help make sense of massive data; if we had a concrete example that would help. The Winterwell example (forum w/ 1000s of compaints) might help!

environments" - Simon had mentioned possibly bringing in some partners who do medical device design, for example.
