International Maritime Organisation: The "Birth" of a Convention.
Assembly: Over 170 members with maritime interests. Meets every 2 years. Headquarters in LONDON
An Idea is "Born" : this can come from member states of from the committees MSC or MEPC or any of the NGO's represented on the committees
Council: a working body of council members that meets every 6 months
The "Idea" is presented to IMO Council for consideration.
The council may reject the proposal and the IDEA dies unless further champion takes up the cause
The Council may accept the proposal and refer it to the appropriate committee to draft
The remit will be agreed between council and committee and open dialogue will remain as the proposals are drafted.
The committee (MSC or MEPC) will then develop the proposal to a final draft form and in doing so seek input from all parties such as NGO's representing Maritime Industry, Classification Societies etc as felt appropriate to complete their remit.
The final draft is accepted by the IMO Council
The Council call for the Assembly to be convened at an appropriate date.
The IMO Assembly meets and the New Convention is voted on
New Convention is Adopted by the IMO Assembly
Vote may be suggested amendments them mean it is referred back to Council and the Committees for changes

Sec. General Opens the convention document for signature whereby the member states record their acceptance of the convention by agreeing to adopt it into their laws.
The member states having signed up to the convention in good faith "subject to ratification/ acceptance/ approval" all essentially mean the same thing ratification being the most technical. they also agree to refrain from acts that would defeat the convention.
