When you hire and ad agency you have a number of new expenses opened to you for example copywriter, designers and creative directors.
there is a risk that you and the advertisng company don't end up achieving the ad campaign you had in mind. So there is no gurentee that they will develop a successful ad campaign for you.

Finally after the ad campaign has been produced and advertised you need to determine how good it was in terms of performance.
