        There were 994,980 visits by children to museums in 2015.

  - - - There have been charges for just the recent Treasures and Dino Babies exhibitions but of those interviewed "none felt that there was any reason why all the services provided by Amgueddfa Cymru should be free".
      - Research for the museum found that people were prepared to pay for special exhibitions and events.
        
        The report says charging for some entry brings other opportunities including being able to set up a proper database which could include ticket sales, shop transactions, the website, telephone, direct mail, marketing materials and social media.
        
        That could also see a proper membership scheme set up. While there is a friends scheme (at a cost of £20 a year) a membership scheme could charge £40 a year, lower than the British Museum, V&A, National Gallery and Cadw.

        Dismantling barriers to access, developing the learning potential of museums, and engaging existing and new users are critical issues to be addressed
        
        The potential of museums is immense, both
        in formal and informal learning. Developing a
        policy framework for delivery of learning services
        is key to maximising the resources available.
        
        Partnerships and joint working arrangements
        will make better use of existing resources.
        
        There are clear areas of synergy here which can be explored to the benefit of museums and learners.
        
        Organisations that work
        with museums
        
        The Welsh Assembly Government
        division CyMAL provides policy advice to the
        Minister for Heritage, and delivers development
        funding, training, advice and support to the
        sector. In October 2007, CyMAL also assumed
        responsibility for the sponsorship of Amgueddfa
        Cymru and the National Library of Wales.
        CyMAL will continue to support museums,
        archives and libraries and will encourage
        partnerships and appropriate sharing of
        resources across the sector.
        
        Many Friends groups are
        members of The British Association of Friends
        of Museums (BAfM). BAfM represents 200,000
        friends and volunteers across the UK and is an
        independent organisation established in 1973.
        
        Other organisations supporting the work
        of museums include the Collections Trust, the
        Institute for Conservation (ICON), the National
        Museum Directors Conference (NMDC) and
        the International Council of Museums (ICOM).
        The Museums, Libraries and Archives Council
        (MLA) is the sector lead body for England, but
        also takes a lead across the UK in some areas,
        such as Accreditation and Acceptance in Lieu.
        
        Support for museums in acquiring an item for
        the collection is available from several sources,
        including The Art Fund and the MLA/V&A
        Purchase Grant Fund.
        
        There is a range of
        specialist subject groups, which includes the
        Social History Curators’ Group (SHCG) and
        the Group for Education in Museums (GEM).
        
        The majority are run by volunteers working
        within museums, although some, for example
        GEM, have paid staff. These provide important
        networks for staff10 working within Wales who
        are often isolated, or working within areas that
        are not their specialism.
        
        In addition to these organisations,
        the museum domain in Wales relies on nonmuseum
        based organisations for help, training
        and guidance.
        
        These include the Wales Council
        for Voluntary Action (WCVA), the Welsh Local
        Government Association (WLGA), the Arts
        Council of Wales (ACW), and Creative and
        Cultural Skills (CCSkills).
        
        In the area of formal learning, most museums provide
        a learning experience for pupils, particularly at
        Key Stage 2.
        
        Volunteering
        
        contributes to community well-being and improves museum services in addition to enabling personal development and involvement with heritage.
        
        Museums must have policies and procedures in place to provide even better volunteering opportunities and ensure that volunteering is a positive experience for all.
        
        Providing museums for everyone must include
        developing services that reflect the importance
        of the Welsh language. Our language is an
        important part of our heritage, and many
        tourists who come to Wales are drawn by our
        heritage and culture. Museums contribute
        extensively to the cultural tourism offer across
        Wales. They must take every opportunity
        to promote their offer and engage with
        initiatives that will help raise the profile of
        museums in Wales.
      - A collection for the nation
        
        "Museums will hold, care for and continue to develop collections for the nation which represent our rich and diverse culture."
        
        Museums must consider how collections can be
        effectively and sustainably managed at the same
        time as meeting and maintaining high standards
        of collection care. Although the financial
        climate will be difficult, all governing bodies
        must accept that collections are fundamental
        to everything museums do, and that resources
        must be allocated to collections management.
      - Working effectively
        
        museums will have to consider diverse
        ways of working.
        
        This will include developing
        partnerships with a variety of organisations,
        working across boundaries, and making
        innovative use of limited resources.
        
        Improvements to policy and
        planning frameworks are crucial to ensure that
        museums are working strategically and have
        considered future operations and how they will
        be sustained.
        
        museums need to
        identify the risks they face
        
        develop resource
        plans to make the best use of the money, people
        and space available.
        
        Environmentally, there is a need to review the
        current state of museum buildings to identify
        the scale of the issues in the first instance,
        and this needs to be placed in the context
        of improving energy efficiency and green
        working practices.
        
        Museums make a substantial contribution to
        the economy in Wales, both as local businesses
        and tourist attractions, and work to identify
        and quantify this impact will help define that
        contribution.
        
        To further help with financial
        sustainability, museums must consider how
        they can further increase the income they
        already generate.
    - - do we need/want museums?
        
        Our staff and volunteers need greater skills than
        ever before to protect our heritage and use it for
        the benefit of all at a time of great social and
        cultural change.
        
        Dismantling barriers to access,
        developing the learning potential of museums,
        and engaging existing and new users are critical
        issues
        
        In 2006, over 3 million visits were made to the 106
        museums that responded to CyMAL’s Spotlight
        on Museums survey. (Spotlight on Museums, Appendix 3)
        
        Working with a variety of audiences
        should not be limited to special exhibitions and
        events.
        
        Understanding and dismantling barriers,
        real or perceived, that deter those who do not
        currently visit or work in museums, or do not
        participate in our activities is crucial if museums
        are to be fully inclusive. Barriers can be physical,
        intellectual, cultural, financial, geographic,
        sensory, linguistic and attitudinal
        
        In Wales all public bodies have a specific
        duty to promote equality. Currently, this relates
        to disability, race and gender, but development
        of a Single Equality Duty will cover all diversity
        areas, including age, religious belief or nonbelief,
        and sexual orientation. Independent
        museums are in a more uncertain situation as
        regards legal requirements, but as these are
        good practice, museums are strongly advised to
        proceed as if the duty does apply. While there
        are legal duties involved, all museums should
        strive to go beyond the minimum requirements
        and be working towards best practice.
        
        In 2008, 287,045 school visits were made
        to museums in Wales, the highest number to
        any kind of tourist attraction.15 Museums are
        one of the major providers of out-of-school
        formal learning opportunities, providing a
        stimulating environment outside the classroom.
        Over 70% of museums provide education
        services, including outreach and schools loans
        services, mainly to Key Stage 2 pupils (aged
        7-11). This contributes to provision of highquality
        education services.16
        
        A learning policy covering both formal
        and informal learning for all ages and abilities
        is a key document for any museum
        
        In terms of formal learning, museums must consider
        how they can identify what is needed by those
        providing education services and how they can
        meet those needs.
        
        There are many areas of the
        school curriculum, where museums can use
        their collections to deliver learning objectives.
        
        The curriculum for Wales is applied
        flexibly and includes common requirements
        across all areas, including the Curriculum
        Cymreig. The Curriculum Cymreig encourages
        teachers to provide students with opportunities
        to develop and apply knowledge and
        understanding of the cultural, economic,
        environmental, historic and linguistic
        characteristics of Wales. Museums are wellplaced
        to provide high-quality learning services
        in support of the whole curriculum and should
        consider the curriculum and learning outcomes
        when new programmes of work, for example
        new displays, are planned.
        
        Collections can also form the basis of, and
        provide support for, adult education courses
        
        A policy can identify where museums deliver on
        the education priorities of other organisations,
        because museums are uniquely placed to work
        with local education providers, education
        authorities and government departments such
        as the Department for Children, Education,
        Lifelong Learning and Skills (DCELLS).
        
        Educational visits to museums are
        often a key performance indicator for local
        authority and national museums. Collecting
        quantitative and qualitative evidence will allow
        museums to demonstrate the role they play in
        providing stimulating and engaging experiences.
        Gathering information over time and evaluating
        the impact of their learning provision on
        participants, using the Inspiring Learning for All
        framework, will develop a body of evidence that
        will support the importance of what museums
        provide for the formal education sector
        
        Most museums provide a range of
        activities for children and families, especially
        during school holidays. They can also encourage
        wider participation from children and young
        people outside formal education, for example
        through youth boards or groups that feed
        into museum operations, Young Archaeologist
        groups, and Youth University places. Working in
        partnership with appropriate local organisations
        and advisers, including schools and youth
        groups, will enable museums to develop
        services which actively engage children and
        young people.
        
        Museums welcome increased use of
        their services by existing and new audiences.
        However, we are working in challenging times,
        with increased pressure on all our resources.
      - Finance
        
        Services must be delivered as cost
        effectively as possible, using a range of
        methods. These include sharing resources and
        developing further partnerships with museums
        and others. Average local annual museum
        budgets range from £200,000 in Local Authority
        museum services to £52,000 in independent
        museums, but this disguises huge variations
        with some museums surviving on less than
        £500 per year.43 Despite this, museums
        ‘perform minor miracles’44 for the people and
        heritage of Wales.
        
        The main reason people come to
        museums is to see collections. These are
        generally presented in the form of exhibitions,
        either temporary or in permanent galleries.
        While advances in ICT have made it considerably
        easier and cheaper to produce professional
        exhibition panels, renewing or updating
        an entire gallery is still a costly business.
        There is funding available to support gallery
        improvements, for example, the Welsh Assembly
        Government Sharing Treasures scheme which
        aims to develop galleries to the standards
        required to accept loans from national
        collections. When museums are updating
        galleries, issues of sustainability and access
        should be considered.

    - - Who runs Accredited museums?

        16 local authorities run a total of 40
        museums while most local authority museum
        and heritage officers support independent
        museums within the authority.
        
        Independent museums
        
        Throughout Wales, voluntary trusts and charities, including the National Trust, regimental and university museums, provide services independent of local authorities or central government
        
        Around 46% of independent museums in Wales receive no annual revenue support from a local authority and many are run entirely by volunteers.
        
        A number have to make a small
        entry charge to fund their operation.
        
        Amgueddfa Cymru - National Museum Wales
        
        is an independent
        chartered body and a registered charity which
        receives its principal funding through grant-inaid
        from the Welsh Assembly Government as an
        Assembly Government Sponsored Body (AGSB).
        
        The charitable object of Amgueddfa Cymru, as
        stated in their Charter, is the advancement of
        the education of the public:
        
        primarily, by the comprehensive
        representation of science, art, industry, history
        and culture of, or relevant to, Wales
        
        generally, by the collection, recording,
        preservation, elucidation and presentation of
        objects and things and associated knowledge,
        whether connected or not with Wales, which
        are calculated to further the enhancement of
        understanding and the promotion of research.
        
        Amgueddfa Cymru operates seven national
        museums across Wales: National Slate Museum,
        Llanberis; National Wool Museum, Dre-fach;
        National Museum Cardiff; National Waterfront
        Museum, Swansea; Big Pit: National Coal
        Museum, Blaenafon; National Roman Legion
        Museum, Caerleon; and St Fagans: National
        History Museum, Cardiff as well as The
        Collection Centre at Nantgarw.
        
        The executive authority of the Museum rests
        with the Board of Trustees and it is responsible
        for the management and administration of the
        finances and property of the Museum.
