- - - - Hobbes theorized that there was a "state of nature" that existed before creating a society that care for all of its members.
    - - John Locke's writings were commonly associated with revolutions and fled England to avoid the Glorious Revolution
      - Locke believed that if kings should exist in a government, there should be a constitution to follow
      - The people should decide if they consent to the contract and have the right to a revolution
    - - Locke believed that the government should only care about preserving property and did not want radical democracy
      - He also believed taxes can not be levied unilaterally or arbitrarily
      - Hobbes wanted economic success through Industry and looked to the property owners as the proper leaders
      - Though Locke overlooked the situation, he became the voice for improving landlords and the rising commercial class
