Purpose and method of this report
First sentence (background)
The purpose of this report are to:
Conducted a survey
An efficient time and attendance tracking system is significant to the success of any organization and required by law. The average employer spends four to five hours per pay period collecting and correcting time sheets. This process leads to inaccuracy and disorganization. When a good system is in place, it adds value to both the employer and employee by ensuring accurate payroll processing. Thus, saving time and cost of resources for having to go through the vexatious task to rectify the mistakes. A good system will also help the organization overcome the barriers that cause substituting job turnover. The purpose of this report are to:
Examine the benefits of transitioning to a paperless time and attendance tracking system from a handwritten sign-in sheet.
Recommend customizable and new technology associated with timekeeping.
The Federal Fair Labor Standards Act (FLSA) and the laws in most states require employers to keep accurate records of hours worked by nonexempt employees. Paper forms entered manually are inefficient at best – and at worst – might not stand up to an employee’s own accounting of his or her time during a Department of Labor Audit. Purchasing and installing your own system may be far more costly than using our top-of-the-line, cloud-based system where you don’t have to worry about backups and maintenance. It’s all handled for you.
Findings and conclusions
All of the substitutes that were interviewed understand the importance of accurate and up to date timekeeping and state that the school should put more effort into adopting a new system. The respondents expressed ill feelings towards the current system and hope for improvements in the near future. The substitutes who have experienced a payroll error state that they hope they never experience again because it was a an extreme inconvenience, and it took several steps to resolve it and that they have to wait until the next pay period for the monies to appear in their account. The results of the survey show that transitioning to an electronic time and attendance tracking system will:
Eiminate human error
Simplify the time-consuming routine of processing employee's attendance data
Assist with the payroll process when integrated with the proper software
Create trust between employer and employee
Protect sensitive employee information
Improve the organization's workflow

Employees rely on employers to treat their personnel records with care and to maintain their privacy, particularly with highly confidential or personal matters such as an employee's pay.. Mishandling employee records can erode trust and lead to serious repercussions, including legal action.
By reviewing some of the more common and most harmful ways that employers mishandle records, you may be able to prevent the same mistakes from happening at your workplace.
Summary
The substitutes at Humphrey West Elementary are concerned about the way the school is handling time and attendance tracking. It is vital the processing procedures that manage employee time accurate, organized, and secure. I am writing to recommend that you allow and facilitate prompt analysis for a modernized and efficient system. In doing so, it will prevent mishandling employee records and gain back the trust of the employees. With your permission, I would like to conduct research on a paperless system and the technologies that are suitable for the school.

I like your suggestion of focusing my topic on my workplace inefficient employee paper-based time tracking system. I will include workplace privacy in the benefits of transitioning to a paperless system rather than confusing the audience in summary or identifying the problem section. The new proposal I will be writing to the Principle will be in regards to suggesting research on new technologies for clocking in at the workplace. Attach is a simple spreadsheet with survey questions regarding the issue with the timesheet. Am I tracking now?
I like it, Sophea. You can touch on privacy, ethical issues, reporting, etc., and it also allows you to look at new technologies and changes in human capital over the last 5-10 in multiple cultures and countries.
