ECHR has helped lead to an increasing rights culture where individuals are safeguarded against the power of the state. THe lords has taken it upon itself to safeguard constitutional formal rights in law.(Ie by opposing the commons 90 day terrorist detention proposals)
This is an example of the HoL beginning to become more confident in blocking the Commons and perform their duty of opposition
Life peers made dominant, Herediatary peers almost entirely removed
This act meant that expert can be appointed as life peers to help run the country, these individuals are not subject to the power of Party whips and so they have the ability to make independent conscious choices
Lords become more professional, more regular meetings, cutting down liquid lunches, expenses better dealt with, higher attendance, role taken more seriously.
As the role is now being taken more seriously this gives the Lords more power as they are acting more in accordance with the full power of their role
Large govt majorities in the HoC become common
This makes HoL more influential as the balanced scrutiny becomes more important to check and balance the power of the commons
