This is amazing that they are so high because of their people to resources ratio
Japanese people are willing to work really hard for low wages

With a HDI of .8 it is tied with Eastern Europe
A lot of people living there are decedents of Slaves
People in Latin America are more likely to live in urban areas rather than developed ones
Development in Latin America is halted by unequal income distribution
A large majority of the population is farmers
Most farmers choose to grow fruit, since everyone is doing it less profit

With a HDI of .76 it is getting worse and worse for people living there.
