It's all tied up when the Galatron Mining Company tell Sil to pay whatever Varos wants - the Doctor doesn't solve the problem (he should have when he made the revelation about the true value of Zeiton-7 at the gallows)

Part One: In the Punishment Dome, the Doctor is subjected to the hallucinatory effects of an unremitting desert that exists nowhere except in his mind, as the camera pulls back to reveal the Governor directing proceedings as though a television show.
Part Two: With Sil's plans thwarted when the Galatron Mining Corporation tell him to pay any price in order to secure Varos' Zeiton-7 ore, the Doctor and Peri say their farewells to the Governor, who then broadcasts to his citizens that Varos is now a free planet. Arek and Etta don't know what that now means for them and for their planet.
